SD City reform of Community Planning Groups

Comment submitted to San Diego City Council Land Use & Housing Committee:
The League of Women Voters of San Diego supports a citizen’s right to know and facilitate citizen participation in government decision-making at all levels. The reforms regarding community planning groups proposed by Councilmember LaCava will promote planning groups which are more representative of their respective communities. Additionally, the proposed changes would implement many of the recommendations made by the City Auditor and County Grand Jury to enhance performance and transparency.
I would note that Council Policy 600-24 Terms & Conditions redline dated June 2022 needs clarification in section 5.1, which specifies “Only one voting member per property tax billing” - the concern is properties with apartments or ADUs, that only one person from that property would be allowed to vote in CPG elections -or- that only one person from each apartment building could serve as voting member on the CPG.
That said, the League of Women Voters of San Diego recommends that this Committee forward the proposal to the City Council for adoption.
