Funding for transportation is needed, and funding public transit would provide social benefits, but sales taxes place a heavier burden on low-income individuals compared to high-income groups, and this tax would continue forever unless modified by voters. By naming specific projects that must be included in SANDAG’s Regional Transportation Plan, the Plan may no longer be linked to updated planning data, such as the Regional Growth Forecast. Allocating funds to specific projects provides no flexibility in the future to utilize the funds for projects and programs that may arise and be a priority. Also, the County did not provide analyses of potential economic effects.
